Job Description:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/09/2021. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-08. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement: You must have qualifying specialized experience that includes technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. OR; You must have experience in a trade craft that provides intensive knowledge of engineering principles, techniques, methods and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-08 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Prepares and maintains engineering drawings, and plans. Use of computer based techniques, including scanning, and digitizing, file transfer, and use of design graphic programs. Makes recommendations to the methods or means for accomplishment and provides all required information to authorities for their decisions. Communicates information clearly orally and in writing Provides advisory and technical services to management regarding engineering. Reviews and checks technical aspects such as drawings, specifications, quantities, costs, accuracy, completeness and conformity. Solves various engineering problems with solutions within space and budgetary limitations. OR; Education (Transcripts Required): Two full years of graduate education directly related to the work of the Engineering Technician position, or a master's directly related to the work of the Engineering Technician may be used in place of specialized experience. OR; Combination of Education and Experience (Transcript Required): Equivalent combinations of successfully completed graduate education and experience are also qualifying. To use combination of experience and education, the total percentage of education and experience must meet 100% of the requirement. Example: one year of graduate education (50% of the education requirement) with six months of specialized experience at the GS-8 (50% of the specialized experience requirement) totals 100%. You will be rated on the following Competencies for this position:
Interpret Instructions, Specifications (includes blueprint reading)Project ManagementTechnical CompetenceTroubleshooting Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: To receive credit for experience, it must be documented in you resume to show you meet the above requirements. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work involves moderate physical demands in terms of inspections, investigations, and surveys of facilities. There is commonly physical exertion such as long periods of time walking, standing, stopping, bending, and climbing.
